Well I don't know anything about PV city facilities, but last year we enrolled my son in swim lessons through the city of Gilbert and they were great! We're enrolling him again this year and will be enrolling our daughter as well.
It is better to be hated for what you are, than to be loved for what you are not.
My kids have taken a variety
My kids have taken a variety of classes through the city (Phoenix Parks & Rec). Our swimming experience was fine. I'll be signing my 3 year old up again this summer. She took the mom & me type swim when she was about 1. That class was more designed to get them used to being in the water. It was basically play time with a parent and a very young instructor overseeing. The little ones would only get "dunked" a couple of times. Not the screaming child aggressive type of class.
We'd gone to Hubbard Swimming School before and after the city classes and there was a huge difference. At Hubbard, the young ones are actually learning skills and not just having play time. BUT - it takes a lot of time for them to master those skills. They worked on all of the skills it takes to swim (ie: holding your breath, coming up for air, floating, etc). They also teach them how to grab the edge of the pool and pull themselves out. She went from about 1 to about 2 and was just learning to swim underwater a few feet when we left. If I'm remembering right, they said most kids that start as babies are swimming at 2 - 2/12.
My older daughter did the city classes only at 4 1/2 and learned to swim in the first 6 week session.
I've been happy with all of their other classes. It's a nice way to try new things without having a big time and financial commitment. We have had some great instructors.

Thank you for your info. We're going to make it a family thing with my husband helping our son and I'll work with our daughter. What do you recommend we bring with us? I've tried to call the facility but I only get a recording.

Sunscreen, towels and
Sunscreen, towels and something easy to change into. Some pools have changing areas, but I found it was easier to change mine into a diaper and loose shirt or dress in the car for the ride home.
And swim diapers. I like the reusable ones. I'm sure you can find them online or at a swim school.
