Does your city parks and recreation offer classes at their community centers? My DD is the same age and she attends classes through City of Phoenix parks and rec. They are usually 2 months long and extremely reasonable. It gives you an opportunity to try out different things without a big commitment.

Gold's gym offers kids
Gold's gym offers kids classes for free with an adult membership. They are pretty good classes, especially for 3 year olds. Right now you can join for $20 a month--less than a dance class and she can take however many you can make it to. The only drawback is not everyone is serious about the classes because they are essentially free, but if you just want her to have fun and move her body, it would be perfect. They offer some type of kids class 3-4 times a week.

Check out your local dance
Check out your local dance studios (Jeanne's School of Dance or Dance Connection Too for example). They have darling summer dance camps, as do the Mesa and Gilbert parks and rec. She can try different things with relatively low commitment and fees. My daughter is 3 and has really enjoyed dance. I've also heard of Desert Devils Gymnastics, but I haven't checked them out.
