Our son has went through
Our son has went through sinus issues since he was born. I keep a humidifier running by all of our bedrooms 24/7. When he was three months old I switched him to formula called Alimentum. Sold at Target, Wal-Mart, etc. it is meant for sensitive stomachs but I noticed the "heavier" formulas coated his throat which mad him beathe harder. I know your baby is not having milk yet but when he/she does, I never would when they have sinus congestion or a cold, it also coats the throat and makes it hard to breathe. I have also used the baby menthol and have put a dab under their nose to free the nasal passage. Hope some of this helps!
if the pediatrician is not
if the pediatrician is not calling you back, it may be wise to make an appointment for your little guy to be seen. Just to be on the safe side and make sure he is comfortable.
I would also ask the pediatrician why no one (not even a nurse) has called you back.

I finally got a nurse to
I finally got a nurse to answer the phone and she said that his doctor recommends salt water nose drops. Has anyone used these before??

Sinus congestion is common
Sinus congestion is common in the summer months here, as the air is bad and the wind has picked up for summer monsoons. My daughter had the worst sinus congestion for years. As a baby, she wouldn't let me come near her to relieve the pressure and refused to "blow." But this is what I did:
The large blue syringe is now your best friend. Baby will hate this, but it truly works! This may be a two person job, as baby is really good at moving and wriggling away from the syringe. Push in the bulb with your thumb, place the tip at the nose opening (not inside!) and then remove your thumb from the bulb. If you did it right, you'll hear a slurping sound. Have kleenex close by to empty the syringe into and repeat with the other nostral. Don't forget to dissenfect the syringe with hot soapy water when your done.

They have little noses at
They have little noses at the pharmacy which are the saline drops. Then you have to get a nasal asperator and suck the stuff out after a minute of having the saline in there. The saline is supposed to loosen the stuff in the nasal cavities so that the stuff can evacuate. My daughter has allergies and this is how we cope with it. She also takes Zyrtec, but I think she started taking that at about 8 months. Not too much you can do for a little guy. I would also try a humidifier. I find even for myself that since it's hotter the air is super dry which dries out your nasal passages which typically shouldn't be dried out, and so the nasal passages try to over compensate for it. If you notice that he gets a fever, starts sounding weezy, or his chest is starting to cave in for breath get him to the doctor or hospital immediately.

I use the "Little Noses"
I use the "Little Noses" saline drops. Supposed to be perfectly safe (haven't heard anything otherwise). Also, use the humidifier as suggested by another poster.
I didn't used to use the drops because my daughter had more of runny noses than congestion. But, if the nose isn't draining by itself, or is going down the other way, it is best to help it drain. That will hopefully prevent ear and sinus infections from too much gunk being backed up in there.
Nose bulbs are good for immediate relief, but I have heard that if the congestion is bad, the nose will just fill back up. (Pretty much like an adult cold).
I rubbed Vicks on her chest
I rubbed Vicks on her chest and the bottom of her feet and put socks on her at bedtime. That seemed to help her but right now with all the pollution she is sneezing a lot, but she just laughs it off.
