I was listening to Janet Napoletano being interviewed on the topic of school closings in Mesa a few weeks ago. She was attributing part of the problem being that certain infrastructure that was implemented for population growth is no loger needed because people have moved to newer neighborhoods. Is this a part of this problem as well?
